GENERAL RULES

All exhibitors agree to be bound by the rules and regulations of the Montour-DeLong Community Fair Association:

  1. Exhibitors are limited to one entry per class except as noted in livestock classes.
  2. All exhibitors must be preregistered by July 25, 2008.
  3. Notice! The fair directors request that all entry blanks be sent in by Friday, July 25, 2008. Absolutely no late entries will be accepted! All exhibits must be preregistered.

ENTRIES

  1. Entries in the Fair are open to residents of Pennsylvania, except 4-H and FFA which are limited to Montour and Northumberland Counties.
  2. All entries must be pre-entered by Friday, July 25, 2008.
  3. All exhibits will be accepted on Monday, August 11, 2008 between the hours of 12:00 noon and 8:00 p.m. Exhibitors should allow themselves plenty of time to get all exhibits checked in before 8:00 p.m.
  4. All exhibits wil be checked in by a fair committee person in each department.
  5. All judging, except livestock, Department 10 and baked goods will start at 9:00 a.m., Tuesday August 12.
  6. Judging for Department 10 will be done at the 4-H Round-Up, at 2:00 p.m., Saturday, August  9, 2008.
  7. Judging for Junior Foods (Dept. 11) and Baked Products (Dept. 15) will be done at 8 p.m., Monday, August 11.
  8. All other exhibits may be removed after 9:00 p.m., Saturday, August 16 or on Sunday, August 17 between 12:00 noon and 3:00 p.m..
  9. NO EXHIBITS ARE TO BE REMOVED BEFORE THESE TIMES UNLESS SPECIAL PERMISSION IS GRANTED BY THE FAIR MANAGEMENT.
  10. Members of judging or exhibiting committees may enter exhibits in classes on which they are serving, but may not interfere with judging activites in any way.
  11. Reasonable care will be taken to protect all exhibits on display from all injury or damage, but the fair is not in anyway to be held responsible for accidents, loss or damage by water, fire, theft or otherwise, whatever may be the cause or extent of the damage or loss.
  12. Entries must be made according to classifications listed in this premium book.
  13. Premiums as listed may be given for meritorious exhibits. In cases where there is no competition, judges may give an award such as they deem the exhibit is worthy to receive. The same rule applies where there are fewer entries in any class then the number of premiums offered. The judges may, at thier discretion, award a prize or prizes of such grade that they deem the exhibit deserves.
  14. The fair reserves the right to determine how many entries they will accept from any exhibitor in the same class, and in the case of livestock, the same breed.
  15. The decision of the judges shall be final in all cases, except where mistakes, fraud, misrepresentation, or collusion, not discovered at the time of the award, is proven. In such case, the superintendent, manager, or secretary of the fair or show, or such referee as he/she may appoint, may make the decision with his approval.
  16. It shall be the responsibility of the exhibitor to make known the proper name of the article or breed of livestock he is entering. Any item entered improperly will be disqualifed to receive a prize.
  17. All entries must be grown, produced or made since the last fair.
  18. Superintendents of a Department reserve the right to refuse an entry for competition deemed unacceptable due to inferior quality, and/or not possessing sufficient merit to warrant recognition, or other reason which may detract from the integrity of the fair.
  19. The management of the fair may at any time order the removal of any exhinbit or part of an ecxhibit in bad condition, and any article unfit for exhibition.
  20. Every exhibit accepted for premium competition must be given an entry tag, to be plainly marked showing the name of the exhibit and class number entered.
  21. In the case of livestock, the breed name must be shown on cards large enough so that the breed name is readily identified by the viewers, or if the livestock is grouped together by breeds, one large sign to designate the group will be satisfactory. The award winnings must be placed on the stall or pen of the individual winners for the duration of the fair and in the case of rabbits, entry tags showing species must be plainly exhibited on each coop and winning stickers must appear on such entry tags showing winners. Failure to comply with this regulation will result in the forfeiture of premiums. It will be the duty of the fair officials to see that this regulation is complied with. Where award ribbons are stolen or destroyed, the exhibitor may receive a duplicate at the close of the fair or show, which shall be supplied by the fair free of charge.
  22. During the judging of exhibits, buildings, except the livestock arena, are to be closed to everyone except fair officials, judges and necessary attendants. No exhibitor or his agent shall  communicate with the judge during the time of determining awards, except to answer questions proposed by the judges. Any exhibitor interfering with the judges while awards are being determined shall forfeit any premium to which he would otherwise have been entitled.
  23. All livestock offered for premium must be the property of the owners for thirty (30) days or longer, except 4-H and FFA entries, which must qualify under 4-H and FFA rules for projects.
  24. No person shall be allowed in the ring while the livestock is being judged, except the judge, superintendents and necessary attendants.
  25. Should any animal awarded a prize be disqualified, the animals gaining the next lower prizes shall move up into the next higher position if, in the opinion of the judges, the animals are worthy of such prizes.
  26. Overfitting of cattle will be disciminated against. Any artificial means used to change the form or shape of an animal will disqualify it from competition.

HEALTH RULES FOR LIVESTOCK

No animal that is infected with a disease designed dangerous and transmissable by the Pennsylvania Department of Agriculture or that originates from a herd or flock under Department Quarantine may be transported and exhibitied in Pennsylvania.

DAIRY & BEEF CATTLE

Health Certification - No animal showing evidence of contagious, infectious, or external parasitic disease shall be allowed entrance to the fair. All animals must be accompanied by an approved Health Certicate and bear unique permanent identification. The base date for computing health rules will be the opening day of the fair. Animals will not be admited without the necessary health papers. Health certificate must be available at all times as additional inspections of Health  Certificates will be made.

All Cattle Must Have An Official Eartag or Breed Registration Tattoo.

  1. NO TUBERCULOSIS TEST IS  REQUIRED.
  2. NO BRUCELLOSIS TEST IS  REQUIRED.

Vaccination Requirement -  All cattle must be accompanied by a health certificate, signed by an accredited veterinarian, that includes a statement that the animal(s) identified have been immunized against IBR, PI3, and BVD.

  1. Animals that have never been vaccinated against BVD or have not been vaccinated against BVD during the previous 12 months , must receive one dose of modified live virus vaccine given at least15 days, and not more than 180 days before the fair, or two doses of killed vaccine, two to four weeks apart, with the last dose given at least 15 days and not more than 180 days before the fair.
  2. Animals that have been vaccinated against BVD within the previous 12 months must receive at least a single injection of modified live virus or killed vaccine given not less than 15 days and not more than 180 days before the fair.
  3. IMPORTANT! The date of the live virus vaccination, or the dates of the two killed virus vaccinations must be recorded on the Health Certificate.
  4. Hyperimmune serum may not be used as a substitute for the above vaccination requirement. No animals will be admitted to the Fair unless these requirements have been met.

FAIR ASSOCIATION RULES

All entries must comply with Pennsylvania Department of Agriculture regulations governing the transportation and exhibition of livestock.

SHEEP

All animals must be free of any evidence of transmissable disease, including external parasites, sore mouth, and foot rot, and be clearly identified on an official health certificate of the state of origin. The health certificate must be prepared by an accredited veterinarian within 30 days (Pennsylvania flocks, 90 days) of the opening date of the fair. A copy of the health certificate must accompany the sheep to the fair and be available for inspection at all times during the fair as additional inspections of sheep helth certificates will be made.

  1. Identification - Purebred animals must be identified by registry name and number, corresponding to the eartag or tattoo number. Grade animals must be identified by farm-flock number, corresponding to the eartag or tattoo number.
  2. Flock inspection - Flocks must be examined within thirty (30) days (Pennsylvania flocks, 90 days) of the opening of the fair. The veterinarian who has examined the entries and the flocks from which they come must certify on the health certificate that he has found no evidence of transmissable disease and to the best of his knowledge, no exposure thereto, and are not subject to any quarantine restrictions.
  3. IMPORTANT RULE - Certification by the owner and an accredited veterinarian that the identified animal(s) is (are) not known to have been exposed to scrapie.
  4. Dipping - Not required of sheep entries from officially recognized Scabies free areas; all other sheep must be dipped in an offically permitted solution within 10 days of the opening date of the fair.
  5. Shipping Fever Complex - It is recommended that all sheep, except those consigned to immediate slaughter, be properly immunized before shipment to the fair.
  6. ALL SHEEP EXCEPT WETHERS MUST BEAR AN OFFICIAL U.S.D.A./A.P.H.I.S. EARTAG TO BE EXHIBITED AT THE FAIR. SHEEP FROM FLOCKS ON THE VOLUNTARY SCRAPIE PROGRAM MUST BEAR THE OFFICIAL EARTAG, TATTOO, OR ELECTRONIC EAR IMPLANT.

GOATS

All goats must have an official eartag or legible breed registration tattoo. ALL GOATS EXCEPT WETHERS MUST BEAR AN OFFICIAL U.S.D.A./A.P.H.I.S. EARTAG TO BE EXHIBITED AT THE FAIR. THE ONLY EXCEPTIONS ARE THOSE GOATS THAT HAVE A REGISTRATION TATTOO AND HAVE BEEN CODED WITH A PREMISE I.D. NUMBER.

  1. No goats showing clinical signs of contagious or infectious disease including caseous lymphadenitis, sore mouth, active erring worm, foot rot, warts, lice and mange will be permitted to the fair.
  2. Health Certificate - An accredited veterinarian shall sign the statement of health on the AAI-11 test report that he examined the animal(s) within 30 days of issuance of the health certificate. All animals must be accompanied by an official health certificate.
  3. Tuberculosis test - not Required.
  4. No test required for brucellosis.
  5. All animals must be individually identified in the health certificate.
